E balconies were added in 1975. F balconies were added in 1993. Original capacity of the Arena for hockey (AHL Hornets) was 10,500. They expanded to 12,500 for the arrival of the Penguins in 1967 and later to 13,404 prior to constructing balconies. I might add that the first expansion (10,500 to 12,500) was horribly done. They placed seats in former walkways, but they had inadequate rise to them, and thus were more-or-less obstructed view, but they sold them anyway. They could have easily installed them with proper rise, so it was incompetence. I think this contributed to the Penguins' attendance problems in their early years.
