I really have an issue with the author of this article.
I think the best time to revamp your scouting organization is immediately after the draft. That way the new 'scouting organization" has the full year to properly evaluate talent.
If CP really was part of this decision, it makes sense. CP was only hired by the CBJ last December and if you give him 60-90 days to evaluate the existing talent in the CBJ scouting organization, that puts you to Mar-Apr. If you take 30-45 days to hire new talent we're talking May-Jun before the new organization takes shape.
So would the author have preferred that the draft was staffed with "fresh faces"? I personally think that would have been worse.
