I don't get how he bounces from team to team. He's a serviceable player, never makes a huge amount, and I've never heard or read any issues about him in the room. Yet every year he is looking for work and bouncing from team to team

I agree. IFRC, Moore wanted out because he wasn't satisfied with his role. I always liked him and thought that he was a great fourth liner that could move up to the third if needed.
