I would like to see more lighting of the upper bowl so that it does not appear as murky darkness in the background on ice-level camera shots. The Pens and Root Sports should want to showcase the capacity crowds by not having a large portion sit in darkness that cannot be seen on TV. (Check the bright upper bowl on Bruins' telecasts from TD Garden.) During play stoppages the cameras should pan the capacity crowd (but wide-angle, not close-in shots of a few fans) just as you often look around the stands when you are at the game.
When the Pirates have a capacity crowd, Root often shows the packed stands. When it's a tiny crowd, they hardly show the stands. That's probably the right approach. If the Pens ever return to smaller crowds, they can darken the upper bowl so empty seats up there are not visible.
