It's not power. It's just "you can't just go around shoving people down from behind near the boards" period. It's not like Neal knocked his block off, just Cooke wasn't hit hard but people wanted a penalty. Cooke was knocked down or inhibited while going to the net, I'm sure he's been hit harder too, but we both know that's not the point.
Neal didn't hit Hamonic. He was just having some cranial flatulence near him.
It serves two purposes for the ref to call the penalty there...
a) It's a penalty, you can't do that.
b) It's a warning, that says, you can't do this.
I understand your point, but I just disagree - I mean there could be about 20 other things they call to say "you can't do this" that they choose to not call. Its the inconsistency I have a problem with. To me, that call screams "I think your guy might have instigated that fight, so I'm calling this on you"
