It is possible that someone will make a motion to skip all of that.



I think generally such a motion would get tabled for further discussion later and added to next meeting's agenda - and possibly a series of meetings would be set up to continue to investigate the possibility of such a proposal - but someone would have to volunteer or be assigned to look into such matters, set up a team to hold biweekly meetings and then type up a report to present to the entire group at a later time

I wouldn't say that. It is just a framework right now and can be negotiated. They just can't now because of the IOC agreement. W/O Plan 'B', they would be moving as soon as this announcement was made if the IOC didnt' win.

It is the only thing that may keep the team here.

I'm also holding out hope that they might be going through the first portion of the agenda now, in seclusion, and will come out for the only part that anyone cares about.
