Harrah's is already on the verge of opening a casino/race track in Chester, PA. Why should they get the Pittsburgh license also?

Great question. I read something on that earlier this week and wondered the same thing. I know there was some kind of 30% limitation on a 2nd slots parlor for Arneault because he already has one in Erie.

It's probably due to the fact that this site has a racetrack included. I think the limitation statute applies to slots only licenses.

Arneault's Erie license is for a thoroughbred racetrack he is building.

from erieblogs.com

The Pennsylvania Gaming Control Board announced that the public hearing for Presque Isle Downs gaming license will be held April 21 at Gannon University in Erie. The board hasn’t said when it will begin issuing licenses, but has said that it most likely won’t happen before August. MTR recently began work on Presque Isle Downs, a $100 million racetrack casino in Erie, PA, where it hopes to offer slot machines this fall and begin live racing in fall 2007. Presque Isle Downs will be located on Perry Highway (Route 97) just South of I-90 in Summit Township.
