Where can I find a free/cheap web host w/CGI capabilities?

I'm looking to create a draft room similar to the one bse created for the LGP fantasy keeper league a few years back. I have a fantasy keeper league and need a way to do an offline draft, but can't find any cheap or free web hosts with CGI capabilities.

I am looking for any of the following:

- A free web host that offers CGI capabilities
- A cheap pay host that offers CGI capabilities
- Someone who has excess web space with CGI capabilities who can rent me some space for, 5 or 6 months
- Someone who has excess space who could lend the space for free in exchange for entry into the league

D21, is the only reason you're looking for CGI is to run an offline draft once a year? If that's the case, can you just install Perl on your local Windows desktop and run it on there? Since ActivePerl is free to download for Windows, that's probably your cheapest option. If you're planning on running more CGI scripts than just your yearly offline draft, it probably doesn't make sense.

Well, kind of. Yes, we want a draft once a year, but I guess offline was the wrong word. We want a non-live draft.

Basically, what we want is the following: There will be a list of all players in the NHL and players to be drafted into the NHL. To draft, a manager would click the word "draft" and then be asked if this was the right choice. Then, the player would be added to a roster page and his draft status in the list would be changed to the new team name. Then the draft order would be updated to show who is next up, and a timer would be restarted to show how much time the person has to pick.

So this is something that will have to be done online, so everyone can participate. Thanks for the link and the advice. It's appreciated.
