I did some looking. That was Romney trying to be sneaky in blaming Obama for something that isn't even occuring. Let's tell it how it is. No BS.
As far as the second part, I remembered reading that Obama was taking leases away from companies that weren't doing diddly squat with the land and handing them over to ones who were willing to use it. Deserves a thumbs up.
