February MIGHT be a good time to buy a tv - if you have a set of features in mind and not a specific model.
The major manufacturers are done making 2012 models. No more are in production and since they are in Las Vegas this week showing off the 2013 models, stores don't want to keep many in inventory anyway. The retailers use the Super Bowl as their last chance to unload prior year models at reasonable prices before they hit discontinued status.
If you go into Sears or Best Buy in mid February you will think they are going out of business (which, knowing how bad those two chains are doing, wouldn't really be a surprise). They won't get any new 2013 models in until the end of February at the earliest, and when they do they will sell close to the MSRP (which tvs never sell at during the rest of the year) for a few weeks until more competing stock is in stores.
