I think the health excuse is nonsense. The Pope is quitting because he recognizes that the Catholic Church is adrift like a three-masted sailing ship with no sails, and it's headed rapidly for that rocky island over there. It needs new, fresh leadership. Preferably someone younger than my grandfather.

One could argue most people aren't even fit to vote for President.

People aren't fit to vote for Pope, because most people don't know anything beyond their own local congregations.

There are several prominent Italian candidates, but the strike against them is that the church administration is already seen as being Italian-dominated, and the administration has undergone a number of financial scandals recently. For example, the Vatican Bank has been accused of money laundering. The non-Italian Cardinals might want the next Pope to be an “outsider” when it comes to stuff like that (just like people are calling for the next Pittsburgh police chief to be an outsider).
