In defense of this: is it just me or is there a huge trend lately of lane closed ahead signs being up, but a lane not actually being closed, so everyone starts to get over for what turns out to be no reason?

The optimal merge point is right at the end. Merging any other time increases delays. Pittsburghers typically don't do this and have it all wrong.

I've seen this on 79 a lot. I think it's the construction guys not taking the signs down after the lane closures overnight.

I still can't tell if we're talking about moving traffic or stop and go traffic because of a bottleneck. Bottleneck, absolutely merge at the end. Otherwise it is unquestionably faster to merge when you can once you know you're approaching a merge point.

The problem with that is that if everyone waits to the end, that's what creates the bottleneck.

There are two sections of my surface street commute that have had random lane closures pretty regularly since I started taking the route in November. I have yet to see any road work being done in or even near these closures. Nor have I seen any evidence of road work having been done on subsequent drives through the area, except for the opening of a new freeway on-ramp on the other side of the street. It honestly seems as if CalTrans is effing with us.
