Testing secret military capabilities is something that the government should keep secret, unlike say, spying on everyone's emails lol.

When the F-117 Nighthawk went into service in the 1980s, the operational units were all based at Tonopah Test Range, which is/was a detachment of Area 51. But the pilots and crew (and their families) were technically based at Nellis AFB north of Las Vegas. So what they'd do is fly out to Area 51 on Monday on a charter jet for 'testing' out in the desert and they'd stay at Tonopah for a few days before returning back to Vegas for their 'day jobs' as F-15 or A-7 pilots or whatever. (They never actually flew those other types, btw)

The Nighthawk was restricted to flying at night in the southern Nevada and California area for about 8 years before a presidential order allowed flights 'offrange'. The first time the jet was used in combat was the 1989 invasion of Panama, and four months later it was publicly displayed at Nellis AFB for the first time.
