Not this year. Heading into the WVU game KSU's record was 2-4 and their wins came against LA-Layfette and Massachusetts. Not exactly power teams.
They'll finish the year 5-7 at best. They have easy games against Kansas and Iowa State coming up.
And Troy, that's where the word "should" comes into play.
They were 11-2 and 10-3 the past two seasons and this season, they played both OKST and Baylor tough, and lost to UT on the road. The also lost to the #1 team in FCS.
Their most recent history is better than WVU's -- they were #1 in the country for a couple of weeks last year -- and both are in a down year after losing key pieces (Geno Smith and Collin Klein). I don't think you can say WVU "should" beat KSU right now in 2013, let alone do it "with ease." They are a 5 to 7 win team this season, just like WVU.
