While there are multiple things that help determine these rankings, there are 2 major factors that really skew these results IMO.

1. % of alumni that donate. If you ever wondered why your school begs you to donate, even if it's a dollar, this is why. Why this helps determine your ranking is beyond me. There have been schools in the past that have mailed $1 bills and pre-paid return envelopes to their alumni only for them to send it right back (just to help their rankings).

2. Employer reviews. USNWR asks employers what their impressions are of graduates from certain schools. I can't imagine that there isn't a ton of bias going on here, again, skewing the results.

I agree with Hammer that USNWR is a complete crock. Schools spend so much time worrying about these rankings that they are losing focus on what really matters. I work for a university and help contribute the data in our submissions, so I am saying this first hand.

I know less about undergrad schools, but when it comes to the rankings for law schools, it’s an open secret that the rankings are almost universally gamed by the schools through numerous means that in many cases are darn near fraudulent. The rankings also still include now-useless factors like the size of a law school’s library. Considering statutes, cases, law reviews, and treatises can be accessed online through Westlaw and Lexis, paper libraries are increasingly irrelevant to the practice of law.

That guy was just hired for a one-year term as a law clerk by Judge Janice Rogers Brown of the United States Court of Appeals for the District of Columbia Circuit. Clerking for a judge on the D.C. Circuit ranks only behind clerking for a Supreme Court justice in terms of prestige. He could almost certainly parley that clerking experience into a six-figure job at a big law firm. Good for him; that's a great story.

these are undergrad rankings... grad rankings go pretty much subject by subject.
