Unless it's multiple hairs/grossness, just remove it. It happens, and I guarantee there are far more germs that just settle onto your food in the trip from the kitchen to your table.

i found a tuft of hair baked into a subway sandwich once. it may or may not have been pubis. i was young enough at the time where i could throw it away, complain for a bit, and get on with my life. i think if that happened to me today, i'd be vomiting for about 6 weeks straight.

Are we out to eat or at home?

Out to eat: Mention something to the server. Don't make a big deal out of it, things happen. Usually they get you a fresh plate, done.
At home/family get together/friends house: Just take it out and keep eating.

On Top vs. Embedded
Length/Thickness of the Hair
Presence/Absence of hair follicule
Consistency of the food item
Cost of food item
Portion of food item impacted

Mr. Colby would eat. The thickness would cause me to think about it for a few moments, but if i paid $17 and the dish has my favorite cream sauce, a short-medium length hair on top sans follicle would not be a dealbreaker.

Side of Potato Salad. Thin-medium, brown, 5-inch hair embedded, impacting roughly 1/3 of the potato salad container. Container contains roughly 2 servings of potato salad. Cost is $2.95. Potato salad is creamy style.

Do you eat around the impacted area?

Do you remove the hair and eat the whole thing?

Do you throw it away?

Probably eat the the vast majority of it after removing said hair.
