Interesting concept. I'm not a big fan of doing this on financial grounds, since a team like the Leafs with bottomless pockets should have to pay the same price for being awful as any other team.

I actually love the idea. Except instead of only having 8 teams, I'd find a way to let some AHL teams in the 2nd league.

It seems like an excellent way for the 8 teams to draw 6.000 people per game (and go into bankruptcy).
Unlike soccer in the UK, hockey is a very marginal sport and the losers would just silently disappear.

If you want to get drastic, just contract to 24 teams. The hockey would sure be a lot better.

He mentions in the article about some kind of revenue sharing payments for relegated teams.

The "second division" from last year would be Winnipeg/Carolina, Minnesota, Anaheim, Toronto, the Islanders, Montreal, Edmonton, Columbus.

I don't like the idea for NHL. Teams in the lower league would have a hard time selling seats.

I always thought it would be a good idea for college football.

This would be a great way to contract by having teams go under, instead of just contracting.
