No, actually, not part of the CBA. It's part of the NHL by-laws. A rarely seen document that even I don't have the majority of...unfortunately. These are rules dictated by the NHL board of governors with over-ruling say from the commissioner. They are NOT collectively bargained, and may remain that way until they breach the collective bargaining agreement.
Players that are on the voluntarily retired list may not play again without all 30 teams consenting and/or three years away from pro hockey, AIUI. That said, I don't understand it. But I wouldn't expect to see Kovy back here too terribly soon.

First, they will not leave NJ, since Vanderbeek is owner and operator of both the team and Prudential center, but the debt situation is probably the worst in NHL history. Coyotes issue is revenue, not debt. NJ's issue is not revenue, but since they are also the operator of their arent, and they have no NBA tenant, they are at additional risk when they miss the playoffs.

It was crushing debt that got the Coyotes in their initial trouble. When Jerry Moyes' trucking empire started crumbling, he took out the same kind of loan-shark deals that all Pens' fans are familiar with.
While I agree that it would be very unlikely the Devils' would be moving, they are in a world of hurt right now and can't even reportedly get someone to buy a minority ownership interest in the franchise/arena/etc. The NHL is fronting them a ton of money at this point.

Not Russian, and hopefully someone will correct me. But I believe that Russia has a flat tax (~13%) but I also believe that the club will pay the tax for him. At least that's my cursory understanding, but I've heard lots of different variations to this...
