I can't understand anyone wanting to live near Philly. I go up there twice this year for business and it's such a miserable city. The history of the city is the only great thing about it.

The vast majority of people that live in DC moved there for work. As such, there is really no "cultural" side if you don't count the government-run Smithsonian stuff and whatnot.
As much as I dislike a lot of Philadelphia denizens, the city and surrounding areas is a great place to live. The Main Line suburbs, South Philly, University City, the Art Museum area...just a lot of really cool, unique places. The closest DC gets to having a cultural side is Chinatown.
