Isn't it because they love the "first ballot" distinction? Bonds and Clemens will make it next time, they just wont let them have the first ballot.

Edit to what I posted before: Henderson was first ballot, but some voters refuse to vote for guys on their first time around. Henderson was one of the guys who should have been a unanimous vote.
