No, they were zero-fifths of a 'citizen'. They were counted as 3/5 of a human for census purposes.
And it wasn't just about additional representation (read: power) in Congress, it was also, perhaps more so, about the apportionment of taxes collected.

I don't know, the facts as they are presented in the article point to a legit case. Don't know
all the facts, obviously, but the article does make it seem like a retaliatory move.
