I know it's stupid, but Ziggler's MITB briefcase is only for the World Heavyweight Title, not the WWE title. So he can't cash in, in that scenario.

Something tells me Punk wins at Rumble then drops the belt in the Chamber to the Rock that way everything works with the Rock and his limited TV only appearences.
