These refs are calling penalties like this is some brawl fest game. They are calling way too many.

Even these horrible homer announcers for the Devils said a couple of these calls were bad calls against the Pens

Coming into the game the Pens were penalized the 2nd least of any team in the NHL. The league has set up the team for this game by waiting to call them for penalties.
