After the draft starts, no players should be able to be bought out until after the draft is over. I am also on board with not being able to put suspended players on the DL.

Yeah definitely a risk but in that case if its a scarce position like catcher, draft a second one instead of drafting a 4/5th OF or 10th pitcher and just pick that replacement up after the draft when you make a DL move. If there were no bench spots then I'd agree but there are enough were you don't get totally locked out if someone gets hurt.
