Calgary offer sheet to O'Reilly an issue?

I was watching the HNIC telecast last night and wandering in and out of the room during intermissions(there is only so much Don Cherry I can take), but caught a discussion that maybe the Calgary offer sheet to O'Reilly was going to be investigated by the NHL? Was I hallucinating even though I was totally sober? They mentioned that O'Reilly would have had to clear waivers according to the new CBA just inked if the Avs hadn't matched because he hadn't played a game this year and that neither the Flames or Avs were aware of that. I caught enough of the conversation but missed a chunk of it. Anyone hear something similar because I'm not seeing it reported anywhere else.

BTW, if COL didn't match and CGY got ROR, CGY would've been obligated to put him on waivers. No provision for paying him not to play.
