Since the current "Premier League", Blackburn has been a first division team with a title...although that was quite a while ago. The Wolves have only spent a handful of seasons above the second division in the past two decades.
Historically, Wolves are much more successful than Blackburn. In the 1950's, a Wolves game against a Hungarian side basically led to the formation of what is now the Champions League. They were one of the first English clubs to participate in the competition. Robert Plant is a fan and Vice President of the club (not really relevant but a cool fact imo).
Blackburn were Man City or Chelsea of the mid-90's. It was to a much smaller scale, much less money was spent, the talent was mainly British, and their success was shorter. Rovers were only promoted in '92 and then were relegated in '99. Essentially they bought the title in the 94-95 season (they waited 81 yrs to win it). Recently, they have spent more years in the Premier League than Wolves have though.
