Hurricanes License Plates?!?

How is it that you can get a Carolina Hurricanes license plate when everyone considers it to be a non-hockey market like Raleigh, NC, but there is no Penguins license plate available here in PA?

There are, however, 34 different NASCAR-related PA plates available though.

Isn't this backwards? Hockey plates in NC and NASCAR plates in PA? What the heck is going on?

Nascar is more popular than hockey in PA.

There was an influx of these custom plates about 5 years ago, when the zoo, dare, history, etc. all came out.

I seem to remember reading that they made it much harder for new groups to apply and get these for some reason, and I don't remember seeing any new ones since.
