Not really, the guy is a career bureaucrat with no medical background. The only place he may help with is negotiating the behind the scenes stuff, as he knows how the game is played in DC. For the most part he's nothing more than a political hack. He has no medical background so there's legitimate questions to be raised about whether anything he does will be adequate, where's he going to get his advice as to how to respond to any emergency? Will any response be adequate? How much if, if any at all, will politics come into any decisions he makes? This is a managerial position to coordinate efforts of federal agencies. The guy has years of managerial experience, clerked for a supreme court justice, worked on foreign affairs. This is just another "It's Obama so I don't like it" reaction.
