Oh, now I understand what you mean. That seems like a reasonable proposal, I guess.

But what about unsigned free agents? The draft was close to starting without my under contract Brandon Beachy signed by a team.

But what does the deal being "announced" even mean. Edit: He was not listed as Red Sox property when the draft started. BA didn't include him on 100 list because of the lack of an official contract.

It's more or less documented that Olivera has received offers of $50M+. I'm not advocating here, I'm happy to re-pick, I just want to try to define what line we're really drawing here.

These Cuban guys are breaking the system for the farm teams in this league.

I'm thinking Intl signings will have to have age restrictions for farm team eligibility.

So again, I have no problem with you drafting Oliviera now. Just not as a farm stash, especially because he's 29.

That's a good point on age restrictions. I think that would help.

My concern with the suggested system is if it were one of the bigger names--Thomas or Castillo--that would confer a huge advantage on whoever is first on the waiver wire order and/or quickest to the draw after the draft.

All good points. But i think the key difference is youre forced to use a contract and cap on a guy who hasn't taken a swing... much bigger rosk than stashing him as one of your 20 farm hands

That's reasonable too.

I'm not looking to screw with the Moncada pick. He went where he would've gone and everyone had a crack at him, so whatever. But I think we should draw the line at contract vs. "agreed to terms," don't you? One is a very clear line to be drawn, the other is some murky interpretation of headlines and quotes.

Moncada was undoubtedly part of the red sox before this draft.

Like I said though... most people thought the Red Sox had signed moncada already when the news came out 2/23 that they were giving him 63 mill

I don't know what the right answer is. I think olivera shouldn't be able to be drafted right now. I think age restrictions on intl signings on the farm is a good idea. Hell i would even go as far as to say we can't use any player not in US professional baseball by the draft start date all year

I'm not going to pick Olivera. Let's just get this right going forward. We can think about it--there's no rush. I guess unless Olivera signs tomorrow, then we'll have to figure out how to handle that.

If Oliveria isn't eligible now, he can't be eligible at all this draft.

But I also don't think he should be available on the waiver wire for the quickest draw.

Should be a supplemental draft and we can auction him off for 2016 draft pick forfeiture?

Let's think about it. Olivera is not draft eligible So we have until after the draft to figure out a rule.

We also need to figure something out on the Moncada situation. Signed but not officially contracted

I think a player should be draftable as long as MLB has declared them a free agent, I don't think signing with a team should be the ultimate deciding factor. If negotiations drag on after FA status has been declared there shouldn't necessarily be a waiting period. If Olivera had been declared an FA one week earlier prior to the draft, he'd have been a MLB FA before the LGP draft started, even though he wasn't a member of a team why wouldn't he be eligible in that scenario? So based on that Moncada is absolutely eligible and Olivera wouldn't be.

The issue going forward should be if someone is declared eligible by MLB mid LGP draft, when are they eligible to be drafted by us?

If it's purely a prospect it would be easy enough to say they aren't eligible to be selected in the LGP draft until the following year's draft, just like US kids through the standard MLB draft. However, Cubans going right into MLB are more difficult to peg when eligibility kicks in because they should be allowed to help someone either by drafting or FA signing through the year.

Trying to think of a way we could offer up a bidding type system so that it simply isn't luck of the draw with whoever happens to have the next pick or first waiver priority after the draft. Also, think the age cut-off is good to on International FA's not being allowed to be farm eligible.

Here's my two cents:

-If an international player has agreed to terms prior to the beginning of the draft, he is eligible to be selected.
-If an international player agrees to terms prior to the beginning of the season but before completion of the draft, he can't be drafted, but could be signed to the major league roster once the season starts. Waiver wire order is based on order of draft (so schreibdog would get first crack this season).
-If an international player agrees to terms during the season, he can't be signed or used as a DL replacement during the duration of the season. (I'd be fine with some other way of deciding this as long as it isn't whoever happens to have waiver priority during the season.)
-An age limit or lower AB limit needs to be instituted for International farm players so they can't be stashed as long. I'd be fine with a grandfather clause so that this rule only affects players drafted next year.

Beerman hit the nail on the head. Draft eligibility should be based on the date the player is declared an MLB free agent. I love that.

I am not even familiar with the FA declaration rules/process, but that sounds like it works well.

MLB officially declares players available for FA once they get all the paperwork submitted and everything, for the Cubans they have to establish residency elsewhere. Then they're allowed to start negotiating.

As long as we agree that it has to be officially declared by MLB and not "rumors" they have been.
