I am sure they spent nearly a billion dollars to let the team suck just cause they can. I know if I had a bit more chump change laying around I would buy the caps and make Ovi’s last few years a nightmare. Just common sense. Ownership decides who is POHO; Dubas
POHO (Dubas) decides who is GM; Dubas
GM (Dubas) decides who is HC; Sullivan
GM (Dubas) decides who is on the roster.
Sullivan isn't in the decision loop on who is on the roster and neither is ownership.
Ownership does control his contract. Now.. if Dubas does something they doesn't like - they can either grit their teeth and go along with it - or fire him.
Yeah I'm sure we're being controlled from Boston and Dubas is just a pawn.

--Hextall and Burke came in; not sure what their original mandate was from ownership, but once FSG came in, it was, be competitive but don't strip the cupboards of picks and prospects to do it.
--Hextall/Burke fired; Dubas comes in, and Dubas is told pretty much the same thing
--Dubas continues that mandate in Year 1, but leans towards trying to be competitive (without giving up the picks). He swings and misses on the bigger guys like Graves and Karlsson.
--Season ends, going into Year 2, Dubas decides that "being competitive without trading picks/prospects" is not achievable, and switches more towards drafting, getting younger, stockpiling picks/prospects.
The latter part of this was brought up by Josh Yohe a few weeks ago. The growing sentiment is in Year 1, Dubas let too many people get in his ear about trying to keep this team competitive. After last season, he decided it was time to switch and shift towards youth.
As for Sullivan's role in roster building....it isn't zero. In most cases, I don't think Sullivan is going into Dubas's office in the offseason, or during the season, and saying "Go get me this player." There are times where that may happen (reportedly, Sullivan was pushing heard for Chychrun), but it's likely very seldom. In most cases, I would expect that Sullivan might tell Dubas "I need a guy with this skillset," and it's Dubas job to find him and see if they can make something work.
If you want to see evidence of this (from the FGMJR days), there's an episode of In The Room, in the offseason, where Rutherford, Allvin, Ventura, and Sullivan are in a conference room talking about signing Jankowski, ERod, and Simon. They talk about all of them, then FGMJR ask Sullivan, are you good with us prioritizing Jankowski and Rodrigues?
I don't think Dubas just totally does his own thing without Sullivan's knowledge. Only time you would see that is if the GM was trying to make a case to get the coach fired. Sullivan isn't Dubas's hire, but, Dubas and FSG seem to have so much respect for Sullivan that getting rid of him wouldn't be easy.

Well, yeah, you're obviously going to discuss the roster with your coach and keep a dialogue.
