This. When I was single, this was my approach. Just went out to have a blast, not caring if I met anyone, and that worked out sometimes, other times it didn't, but I didn't really care either way. I have been pretty amazed at how well online dating has done for a lot of people. It's come a long way since the fledgling Match.com like 10-15 years ago. I can think of two or three couples that are very happy now (including one engaged) that met online. It's a lot more common than people think.

As for meeting people, I met my wife in college. We lived in the same building, and I bumped into her and some mutual acquaintances having a conversation in one of the common areas. I joined in and was definitely attracted to her. She found me curious at best.
A week or two went by and we had one of those awesome February days when its sunny and 55 out. I spent all day in the lab working on a paper, staring out at the sunshine. By the time I walked out the sun was setting, the cold front had arrived, the wind was whipping and it felt like a blizzard was approaching.
I walked right up to her door and told her how I'd wasted the most beautiful day of the semester and I needed to do something amazing to make it up, So come to dinner with me tonight. The rest is history.
A) I have the intestinal fortitude of a field mouse. I'll never know what made me go ask her out as brazenly as I did.
B) She worked 5 nights out of 7 and I worked weekends back home. What are the chances she was even home with that schedule.
Moral of the story, finding somebody to stomach enough to have a relationship with is hard. Finding somebody you want to spend your entire life with requires some sort of astronomical luck. There's no magic formula, just enjoy the day as it comes and be happy with yourself.
