I don't think it would scare him away from doing what he did given the position he was in, but to lock a guy like that up for the entire season? Who said anything about him being an all-time great? Kovalev experiment was well worth it for a 7th rounder, even though it didn't work out.
Paying Jags 1.5-2M for a whole year deal is a bit riskier.
I understand if GMRS wants to play it a bit safer even if the upside isn't as great as bringing Jags back, but I hope he does it.

Man...I know between his age, not playing in the NHL for 3 years, and our cap situation, it's doesn't make much sense for us to take the chance on him. Personally I wish we would do it anyway, based largely on emotions.

With Jagrs personality I think this is whats going on in Jagrs mind with regard to potentially joining the Penguins:
1. If Mario Lemieux does not contact Jagr, Jagr sees this as an indication that the Penguins have absolutely no interest in him! Odds are that he even thinks
the organisation are still pissed about the way things ended in 2001. Jagr is also a proud man and would not want to risk embarrassing himself by offering his service to the Penguins only to be denied!
2. Jagr obviously feels awkward about the way things ended, and does not enjoy speaking about (with exception during the Rangers-Penguins series in 2007-2009) This alone is one reason Jagr is not sold on going back to Pittsburgh - because he knows he must face the media hord pressing him about it over and over again.
3. Jagr probably knows he has to win back the fans as well, and thats certainly not a positive thing when he picks club.
Summary: If Mario Lemieux does not contact Jagr - there is no chance at alla there will be any contact between the Penguins and Jagr!
Do I blame Jagr for feeling this way? Well, I think its pretty understandable, so it would be only logical for him to feel this way.
