What has happened to the Giants? They look really bad so far this season.

RG III is still essentially playing his pre-season. He will round into form over the next few weeks as long as that knee holds up. I don't think there is any issue with his mental capacity, he just had no idea how his leg was going to perform in game situations since they wouldnt let him play in the pre-season. The Redskins D is really bad right now though so it may not make a difference.

What a horrible, possibly game-costing mistake by RGIII. Instead of sliding (he had a nice first down run and was all on his own), he dove and fumbled the ball and Detroit recovered. Horrible decision.

This. They haven't been able to establish the run since they're always down, which makes things even harder. He's looked ok today, and that bomb was right on the money.

This is fitting... Browns down by 3 and their kicker is injured and may not be able to kick.
This means they have to rely on Hoyer to drive for a TD.

Can't remember exactly when, but the old Oakland Raiders caused this rule. They were stopped on fourth down at the end of the game and fumbled the ball forward on purpose ( a couple times) and eventually Dave Casper (I think) recovered the ball in the end zone for a TD.

I thought the rule was only the player who fumbled could pick it up and advance it.

If you could, a player would just throw the ball forward if they were going to come up short. I mean what would they have to lose, you are either stopped short causing a turnover on downs or the other team recovers the fumble. Only on the latter option would an offense have the opportunity to get a first down. So to prevent that the fourth down fumble rule was created.
