Step 1) Raise tuition at triple the rate of inflation (every year). Why? Because they can.
Step 2) Make loan money available to any and all who wish to go to college. This would include those who do not belong on college. Include college majors for which jobs do not exist or start at slightly above minimum wage.
Step 3) Make sure classes are scheduled in such a way so that a 4 year degree takes 4 1/2 to 5 years to complete. This adds to the college's revenue stream (and of course the students' debt).
Step 4) Have the feds take over the college loan program.
Step 5) Get one candidate start mumbling about free college.
Step 6) Students already in debt up to their eyeballs start a new chant: "Unfair, unfair".
Step 7) Student loan forgiveness talk now enters into the campaign.
Step 8) Voila, a new constituency group is added to the federal plantation.

Weren't the laws changed awhile back to prevent student loans from being terminated under bankruptcy protection?
