Read that it was confirmed Pickett audibled on the Pickens TD. Does this confirm that the QB, let alone the offense, is being held back by play calling?

I doubt it, I think Pickett just saw a one on one and went for it. I don't mind a good play call and QB sees a low percentage situation he can exploit and make into a higher percentage play. That said, the play calling isn't the issue, it's the entire offensive scheme, philosophy, execution, coaching, etc.
