No, that is obviously wrong (at least in Pennsylvania). A concealed-carry permit in Pennsylvania applies to “firearms” as defined in 18 Pa.C.S. § 6102, which includes “Any pistol or revolver with a barrel length less than 15 inches, any shotgun with a barrel length less than 18 inches or any rifle with a barrel length less than 16 inches.” Considering that the latter two categories are, respectively, Short-Barreled Shotguns and Short-Barreled Rifles that are restricted under the federal National Firearms Act of 1934, it’s not too likely that someone would be regularly carrying either.
