"It is not an accident of the players that we are signing," Richards said. "A lot of thought and scouting has gone into it. It is not as if the people in Pittsburgh have closed their eyes and pointed at a name on a piece of paper.
"We are trying to create something. We are trying to find players ... guys that for some reason slipped through the cracks. It is about trying to get them in an environment that is different and can hopefully spark them."
The Penguins will need a spark from their minor-league prospects -- whether this season due to inevitable injuries or in future years when the team can not afford, say, a cap hit of $1.2 million for Armstrong.
"It is crucial to the success of any organization to promote from within, and see results," new director of player development Tom Fitzgerald said. "These guys have to be able to come up and produce."
