Yes, they are NPR even though they could have signed with the Pens...

Evander Kane's contract is insane. Has only hit 45 points twice, and one was 7 seasons ago. 7x$7M. 3 team trade list M-NTC. Only 3 teams... GMs just can't help themsleves can they?

Yeah that’s a tough one. Not the type of player you give a NTC to.

Makes Horny’s deal look that much better.
