don't buy someone a gun as a gift, go talk to the dealer and get a gift certificate and let the person who is getting the gift go fill out their own 4473 and any other paperwork that may be required.

Like I said, depends where you live. MD requires registering handguns and only authorized people to sell them to anyone. Looks like PA does too. For a purchase in Pennsylvania, I think whether the gift will be legal depends on the relationship of the giftee to you. The instructions for the federal 4473 form permit you to answer “yes” to the question about being the actual purchaser if you are “legitimately purchasing the firearm as a gift for a third party.” You must be using your own money to buy the gun with the intent that you will give it to someone else for no compensation.
Under PA law, you can also buy a gun as a gift, but it must be a relative. Under 18 Pa.C.S. § 6111, you are still the “actual purchaser” of a firearm if you are buying it for a:
(1) spouse;
(2) parent;
(3) child;
(4) grandparent; or
(5) grandchild.
This is also the same list of persons one can transfer a handgun to in Pennsylvania without having to go through a PICS check. A transfer to anyone who is not your spouse or someone who is not a lineal ancestor or descendant must go through a background check and fill out the forms.
Long story short: I think you could legally buy and gift a gun to a spouse, parent, child, grandparent, or grandchild. Dicks has a complete Troy AR-15 .556 on sale on black friday. Cheapest you're ever going to find an AR let alone a Troy. You could disassemble this gun and sell everything separately for almost 2x that much.

Speaking of ARs, what in the opinions of LPG’s gun owners are the best AR manufacturers? I don’t own one (yet), and would like some opinions. Let’s say we stick with companies making direct-impingement versions. Offhand, I’m sure I can think of at least a dozen companies that make that type of gun. Heck, even Mossberg these days makes an AR. Does anyone have any particular favorites? Any brands to avoid?

IMO Troy is the gold standard. Most guys that buy an AR end up stripping it down and replacing it with Troy parts. But, that all depends on your budget like tif says.

Let’s say less than $1,200 or so, and less than $1,000 would be better. I’m not looking to buy a Les Baer or anything like that. I’m thinking of something for plinking and recreational shooting and also for SHTF contingencies.

Dick's had a Troy Carbide on sale for $799 on Black Friday. I really wanted to buy that but with a wedding coming up boss lady said no dice. I think it retails at $999. Of course, you could go with a Bushmaster QPC and get it for roughly the same price and both are equally impressive guns.

I don't think I'll ever personally buy an AR or the like... but if I did, I hear the TAR-21 Tavor will be over here soon

a buddy of mine has an AOM 160, and at $550 its a fun gun to shoot. folds up to like 18 inches too so its easy to haul it to the range.

I had my eye on a DPMS Oracle and my gun shop sold it. I'm not sure if I can purchase one at cabelas in WV since I live in PA, or if that only applies to handguns

I was hoping to wait until the weekend - however I believe that stores are simply running out of them. I'm going to try a small gun dealer that I've never dealt with before and see, but my normal gun shops that I go to are all out.

Agreed. That's my main motivation for buying now.
Also looked into the legalities of purchasing a fully automatic gun. I was surprised to see that it's legal, but I don't think the $20-30K price tag most of those guns carry is worth it. Sure would be awesome to throw 600 rounds through a hillside of pumpkins in a minute, though.
